Siebel Dedicated Client Does Not Render If Same Browser Type Is Open (Doc ID 1625037.1)

On : Siebel version and above,

When attempting to launch an Open UI dedicated client, when already a session using the same kind browser is open,
the following error occurs for the respective browsers:

IE: Diagnose Connection Problems
Chrome: This Webpage is not available

The issue can be reproduced using the following steps:
1. Launch a session using Chrome Browser
2. Launch a dedicated session client using the Chrome Browser
3. Error: "This Webpage is not available" shows up.
4. If you follow steps 1- 3, using IE (9) browser, the error: "Diagnose Connection Problems" shows up.

The issue has the following business impact:
Due to this issue, developers cannot launch a dedicated client using a browser if another session using the same browser is already open.
