IRM gives error DDLDICT-ERR-1017: Unable To Copy Data From Siebel Dictionary when database username is not in UPPERCASE (Doc ID 1630424.1)

Symptoms

During migration to Siebel 8.1.1.11, when running IRM > Upgphys customer was facing following error:

Additional Message: Index 'S_LOCATION_F1' Column 1 Id '1-JDL2' in S_INDEX_COLUMN points to a non-existent column in S_COLUMN
Additional Message: Index 'S_LOCATION_F3' Column 1 Id '1-JDL4' in S_INDEX_COLUMN points to a non-existent column in S_COLUMN
