Open UI: Change Record Functionality Hangs Application

This is a regression issue on Siebel Quick Fix 22.214.171.124 / 126.96.36.199 QF0102008
When change record is attempted a second time it causes the siebel application to hung.
Steps to reproduce:
- Select a record in All Contacts List Applet.
- Invoke the Change Records
- Navigate to Contacts All Contacts
- rds option from the menu in the same applet.
- Click on Field drop down and you see available values.
- Click on Cancel button in Change Records Applet
- Invoke the Change Records option again.
- The change records applet does no longer display any values for "Field" and the application freezes.
