Siebel CRM : In Open UI, Phone Number Is Not Getting Formatted As Required.

Phone number is not getting formatted in Open UI after 11G upgrade, which works with same patch but with 10G.

It is not taking the format as mentioned under
Administration - Data > List of Values and PHONE_FORMAT.
