Cannot Start Siebel Server After Siebel 8.1.1.11 Patch (Doc ID 1636956.1)

Symptoms

On : 8.1.1.11 SIA [23030] version, Installation

When attempting to start the Siebel Server
the following error occurs.

ERROR
-----------------------
 Error: versions of installed components do not match (wanted version: 8.1.1.11, actual version: 8.1.1.7 ENU )


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install Siebel 8.1.1.11 fix pack to existing Siebel 8.1.1.7 environment
2. Run siebenv.sh and then the start_server script to start the Siebel Server
