Multiple Emails Are Going When Using Outbound Communication Manager Business Service

On : 188.8.131.52 SIA  version, Comms Server & Email Response
The customer is using "CreateRequest" method of BS Outbound Communication Manager in order to send email to their Contacts. Multiple emails are going to one recipient. They are passing below parameters in the Workflow Step of CreateRequest:
SourceBusObj = Contact_OOB
RecipientBusComp = Contact_OOB
RecipSearchSpec = "Id = '"+ [&Object Id] +"'"
SourceIdList = Object Id (It has row Id of contact).
With this simple workflow it is sending 24 email to one contact.
