Mainwin Process 'mwtrue' Consuming High Memory And CPU

Symptoms
Customer was having process 'mwtrue' which was consuming high CPU and Memory.
These processes are often the only ones running under the siebel user apart from the siebel applications siebproc/siebprocmw/siebmtsh/siebmtshmw and siebsvc.
mwtrue process is not a part of following ideal three mainwin processes which should start when mainwin starts:
1) regss
2) mwrpcss
3) watchdog
