Siebel Disconnected Mobile: Offline Sync Session Starts but Hangs while Extracting Data From Server

Siebel Mobile Disconnected (Service) client - on version: 126.96.36.199 SIA 
In a Dev/Test environment, when trying to switch to Offline / Disconnected Mode for the first time, the application starts displaying that green progress bar; but at some point the session seems to hang and doesn't complete.
Impact of the issue: Disconnected sync cannot be tested out in this environment.
