One Out Of Two Siebel Servers Is In Handshake Failed Status

Observed On : SIA [21229] version, System Admin

When attempting to check Siebel Server status from GUI or Server Manager command line,
the following error occurs.

"Handshake Failed" error message for Server2

The issue can be reproduced at will with the following steps:
1. Connect to Server1.
2. Login to srvmgr.
3. Server2 shows "Handshake Failed" error, while Server1 shows "Running".

The issue has the following business impact:
Due to this issue, user sees handshake failure error, but application is working fine.
