On :  8.1.1.11 SIA [23030] version, Configuration - General

ACTUAL BEHAVIOR  
---------------
The popup control for the time field is not set to the time in the field.

EXPECTED BEHAVIOR
-----------------------
The popup control should show the correct time in the field value.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Claims > Claims List
2. In the customized "Time" field, the field shows "6:30AM".
3. Click on the glyph to bring up the popup control. The control does not display the correct time. It displays 00:00.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users are not able to see the correct time.
