After upgrade from 8.0 to 8.1 Email - Outbound activity Status is not been set to Done when sucessfully F9 emails are sent.

When attempting to do F9 using Siebel Email Client , after the user edit the email and click on Send, the Email - Outbound activity record is not getting updated to status Done.
The behavior started after upgrade from 18.104.22.168 to 22.214.171.124. The correspoding CommOutboundMr component log does not show any error and also does not show the component trying to update the S_EVT_ACT table and set status to Done.
The issue can be reproduced at will with the following steps:
1. Login to Siebel Application with OpenUI mode
2. Click on F9 that will pop up Send Communications Applet.
3. Edit the email and click on Send button
4. Email is sent successfully, but Email - Outbound activity record status is not set to Done.
