Heavy Performance issue when submitting an order using SISOMBillingSubmitOrderWebService workflow
Siebel CRM - 188.8.131.52 
The issue can be reproduced with the following steps:
1. Select Order having more than 1000 line items
2. Submit Order using workflow SISOMBillingSubmitOrderWebService
3. Performance issue is observed.
Due to this issue, users are observing performance issue while submitting an order
