Data Validation Rule Not Working Correctly After Patch To 188.8.131.52

After upgrade to 18.104.22.168 Siebel, the following data validation rule does not work anymore:
Validation rule set:
Name = Order Product Attribute Validation
Rule BC = Order Entry - Orders
Rue BO = Order Entry (Sales)
Expression = ([Required Status] = 'Y' AND [LICValue] <> 'None') OR ([Required] = 'N' )
BC = Order Item XA
Apply To = All Records
Siebel seems to only checks attributes for the first line item record, but it doesn't check attributes for other line items (I was able to check this by analyzing the log file)
NOTE: It might also be possible the above rule set expression is incorrect as follows:
Expression = [Quote Item XA.Required Status]="Y"
In this case you might get the following error even if all required attributes are set:
Required Product attribute is null
