Error SBL-EAI-50228 still occurs when trying to create a file after path added to EAIFileTransportFolders in .cfg file. (Doc ID 1901219.1)

Version: 8.1.1.11.8 [IP2013]
OS platform: IBM AIX on POWER Systems (64-bit)
DB: Oracle Database - Enterprise Edition
Env type: Test

Statement of Issue:
-----------------------------
After migrating to 8.1.1.11.8, when a workflow is executed in the Process Simulator, an error is occurring when the workflow tries to write a file to a directory other that the Siebel temporary folder. The following has been added to the .cfg that the dedicated web client started by the Simulator is using:

[EAIFileTransportConfigSubsys]
EAIFileTransportFolders = D:\Temp;C:\Temp

Error:

Error writing XML to file 'CATALOG_1-1RDDI4.xml'. (SBL-EAI-04262)

File could not be created as the directory specified for the file creation is not valid.(SBL-EAI-50228)
2298022 Error writing XML to file 'CATALOG_1-1RDDI4.xml'. (SBL-EAI-04262)

File could not be created as the directory specified for the file creation is not valid.(SBL-EAI-50228)

Business Impact:

All workflows in test are failing with this error, so testing can’t continue.
