When entering or creating an address having an & character through Siebel application which uses EDQ for address verification, the address data after the & character is being truncated

ISSUE STATEMENT:

Customer is using Siebel 8.1.1.10 with EDQ DQ as follows:
oedq: 9.0.8.(1103)
OEDQ cds pack: edq-cds-9.0.5.(736)
Loqate address files: Q3 2013
Siebel 8.1.1.10
QF0002012 , QF0002125
EDQ and Siebel applications are both on AIX platform
When entering an address through Siebel UI where the address contains an & character, it causes all data values from the & character and onwards to get truncated and not returned to the Siebel application. So the final cleansed address is being truncated after the & character.
WHERE IT HAPPENED:

The issue happens in customer's test environment.
STEPS TO REPRODUCE:
-------------------------------
The behaviour occurs as follows:
1. Set up EDQ with Siebel application.
2. Use Siebel application UI to enter the address, an example is:
Street Address: 100 First Street
Street Address 2: Main & First
City: New York
State: NY
Postal Code: 47907
Country: USA
The address returned to Siebel and commited to the Siebel database would be:
Street Address: 100 First Street
Street Address 2: Main
City: New York
State: NY
Postal Code: 47907
Country: USA
Note that address2 value is now truncated after the & character.
BEHAVIOR PATTERN:

The behavior is consistently occuring whenever there is an & character involved.
EXPECTED BEHAVIOR:

The expected behaviour is that & character should be handled as text.
LOSS OF FUNCTIONALITY / BUSINESS IMPACT:

Due to the truncation, the address is incomplete.
ERROR MESSAGE:

There are no error messages that occurs with this issue.
