Siebel workflow components use a workflow that connects to a remote Oracle 11g database.
If that connection is broken, the Siebel workflow components consisting of the Workflow Monitor Agent and Workflow Process Manager will lock and cannot be shutdown and cannot be stopped until the Siebel services are restarted or the server rebooted after the database is restarted.
