Workflow Monitor Works Extremely Slow Due To Error SBL-SVR-03005 In Wfprocmgr Logs

Customer reported having around 300k records in S_ESCL_REQ. No errors in workmon log but it is processing very slow. The wf policies seems associated to emails but no errors in email servers and also DB does not seem to be over loaded.
After some investigation it was found that the slowness was occurring during the wf policy action execution. In wfprocmgr log the following error was found:
SBL-SVR-03005: No server connect string for Siebel Component SRBroker in Siebel Enterprise CHKP_8PRD_US, Siebel Server US_8PRD_01
