Data Quality: IIR: Error SBL-APS-00118 After Restarting IIR Servers

Using Siebel along with Oracle Data Quality (Informatica Identity Resolution - IIR). If IIR is restarted manually or there is some sort of failure (even in a load balanced situation) which results in an automatic IIR restart (e.g. a crash for example) when attempting to invoke matching from Siebel the following error occurs:
SBL-APS-00118: Data Quality vendor-specific error: An error occurred when calling function 'sdq_dedup_realtime_nomemory () ' in connector 'ISS': "(249) ISS API Call failed." Detailed error message"
The issue can be reproduced at will with the following steps:
1. Ensure that Siebel and IIR are working correctly (e.g. in realtime enter a new duplicate Contact or Account and ensure that the deduplication popup is shown)
2. Stop and restart the IIR servers (e.g. idsdown and then idsup commands)
3. Use the same Siebel session to add a new duplicate Contact or Account
It is then necessary to restart any Siebel component (or the server) that was connected to IIR, e.g. the application object manager, workflow process manager, EAI object manager, data quality manager component etc in order for data matching to continue working with IIR and no longer see the SBL-APS-00118 error message.
