Siebel 8.1.1.11.7 SIA [23030]

BEHAVIOR REPORTED
===============

rollback of patch set 7 on top of patch set 3 does not revert back all files in patch set 3

IMPACT
=======

custmer could not bring up application URL up after rollback as it was trying to place SiebelAx_HI_Client_23030_PATCHSET7.dll instead of SiebelAx_HI_Client_23030_PATCHSET3.dll

Changes

 patchset 3 was applied on top of patchset 7 and then tried to rollback patchset 7.
