Siebel DQMgr DeDuplication batch task using EDQ is not returning any matches to the S_DEDUP_RESULT table (Doc ID 1908313.1)

Symptoms

Customer is using OEDQ 11.1.1.7.3 + Siebel 8.1.1.11.7 PatchSet

When using Siebel UI to perform real time matching/deduplication, it is working properly, finding and returning the matches in the pop-up duplicate applet.  This works for both Account and Contact objects.

When using Siebel DQMgr task to run batch DeDuplication operation, customer does not see any results written into the Siebel Data Quality Administration screen > Duplicate Accounts nor Duplicate Contacts View, so no data is inserted into the Siebel S_DEDUP_RESULT table.  The same behavior occurs for Account and Contact objects.
