Siebel 8.1.x CommOutbound Manager Fails ,Emails Not Being Sent , Staying In Queued Status, thousands of Jobs are being created. (Doc ID 1910868.1)

The issue is :

Jobs for CommOutboundMGr start to Queued, like <200 Jobs were queued, so no emails are being processed.

They do a list task for the two CommOutboundMgr instance they have and see a lot of tasks exited with errors

They shutdown the CommOutboundMgr, it generated the crash files we see, fdr and crash.txt, sometime they need to do a kill comp command, since shutdown does not seem to respond.

They restart CommoutboundMgr and Jobs starts to be processed again until next incident.

Symptoms

On :  8.1.1.10 [23021] version, Comms Server & Email Response

Sporadically Jobs for CommOutboundMgr remains in QUEUED status and no email is sent out. Only way to recover is to shutdown the CommOutbonudMgr when a crash occurs for this component and restart it again.



The crash is more a consequence of the shutdown, some time need to kill the CommOutboundMgr component since shutdown does not work.

It seems that CommOuboundMgr is freezing.

The issue can NOT be reproduced at will, it was very sporadically in the last two month, but now is becoming very frequently, every day.
