Symptoms
If a workflow based on a BO that has a Siebel Operation is invoked and an invalid row_id is informed or the query executed by the WF doesn't find the record the Siebel Operation step can fail with errors like:
"Error updating business component at step 'Query BC'.(SBL-BPR-00187)
This error is returned when the workflow/task is executing the Siebel Operation business service.(SBL-BPR-00100)

This operation is not allowed when there are no records displayed.
Please execute a query that returns at least one record or add a new record.(SBL-DAT-00215)"
