When migrating BIP report template from 10g to 11g using UA, Siebel reports are not migrated correctly. (Doc ID 1917258.1)

Symptoms

With the upgrade of BI Publisher Server from 10g to 11g, when migrating report templates using Upgrade Assistant (UA), Siebel reports are not migrated correctly.
("SiebelCRMReports\<REPORT_NAME>.xdm" directory and data model file "_datamodel.xdm" are not created.)

This problem happens with the templates uploaded from Siebel 8.1.1.1 or earlier.

And, when executing to generate the report, error happens as follows,
 "SBL-RPT-50524: BI Publisher engine failed to generate report."
