Not able to find new partner Portal Object Manager after we upgraded Siebel 184.108.40.206 to 220.127.116.11/18.104.22.168

1. Apply 188.8.131.52 FP and followed by Patch Set 5 on top of eixtsing setups
184.108.40.206 or 220.127.116.11 ( any versions )
2. Once completed patch and IRMs start application
3. Go to Administration Server configuration and Component groups or
definitions or Edit siebns.dat file
This New Siebel Partner Portal Object Manager component not coming.
This is only enabling when we build a fresh 18.104.22.168 environments. It will
not help customers who are running FP upgrades from prior 8.1.1.X releases.

Above article not helped in this case, as those reference files are only
meant for Siebel Sales Mobile application, but not for any other components
This is reproducible even after Patchset 5 or 7 also
