EMS 628: Invalid Email Address Bounce not handled (Doc ID 1920863.1)

Symptoms

After upgrade to EMS 628 the following issue is detected:

The status of a contact with an invalid email address is not changed to bounce after campaign launch.

In additon,  it did send emails UP TO the one with invalid email address, and it even re-sent emails that were already successfully sent after restarting the ESD, then again it stopped on invalid email address, and after another restart of ESD it re-sent the first emails again, the only way to get out of it was to delete contents of the mailings folder.
