Siebel Web SSO And ADSI Not Able To Run A BIP Report

On : [IP2013] version, Reports

When attempting to run a report using ADSI and SSO security,
the following error occurs.

SBL-EAI-04308: Operation 'runReport' of Web Service '' at port 'PublicReportService_v11' failed with the following explanation: "java.lang.RuntimeException: Error Code: 7668280 Error Message: Error: The authentication system cannot find the user with the specified username. Please check that you have entered the username correctly or contact your system administrator for assistance.(SBL-DAT-00568)".

The issue can be reproduced at will with the following steps:
1. Login to Siebel on ADSI
2. Run a report
3. The report fails

The issue has the following business impact:
Due to this issue, users cannot run reports on ADSI and SSO security.
