Siebel Server Configuration Wizard fails with the error 5009. (Doc ID 1924763.1)

Symptoms

To register new Siebel Server, following steps are performed.

1) Start Siebel Server Configuration Wizard with the following command.

E:\Siebel81\config\config.bat -mode siebsrvr -verbose

2) Enter the necessary parameters to register the Siebel Server.

At the end, the wizard fails with the error message "Siebel Configuration Wizard failed with error. Please see the log files for details." Also config_MM-DD-YYYY_HH.MI.SS.log shows the following error.
