IIR 9.5.x dblist command to check database connection returns error "Cannot connect to service" and "Error allocating ODBC env handle" (Doc ID 1926520.1)

ISSUE STATEMENT:

Customer is installing IIR 9.5.0 version. At the step on testing the ODBC Connectivity, customer is able to test the ssa user credentials using SQLPlus successfully:

However, when testing with the IIR dblist command, the odbc connection was not successful, the error returned is the following:

The issue happens in customer's test environment.

STEPS TO REPRODUCE:

The behaviour occurs as follows:

1. Install IIR 9.5.0 according to the installation instructions accompanying the software.

2. Create the ssa user using the scripts in the IIR\dbscripts directory

3. Test the odbc connection using IIR dblist command, the error occurs

LOSS OF FUNCTIONALITY / BUSINESS IMPACT:

Due to the error and the failure at the odbc connection, the IIR services will not start up correctly.
