Employee Exception Hours Not Taking Effect (Doc ID 1926940.1)

ISSUE DESC

While implementing Availability-Based Assignment, Assignment Manager invokes ApptBook component for getting available employees when the assignment rule has 'Check Employee Calendar' = Y.
Using Siebel Field Service appointment booking system with Siebel Scheduler for interactive assignment of activities,defined  number of service regions with different sets of employees and alos defined a schedule at the service region level. The assignment rules have the service region as one of the criteria and the "Check Employee Calendar" has been set to "Y". The assignment is working correctly for selecting the qualified employees per assignment rule.

However, for one of the business requirements defined a non-working employee exception hour at the employee level but the employee is still appearing in the list of candidates for the activity. Clicking on the "Load ABS" button post the change on employee exception hours,noticed that employee exceptions are not taken into account when evaluating the employee availability.

ACTUAL BEHAVIOR
---------------
After defining a non-working employee exception hour at the employee level but the employee is still coming up in the list of candidates for the activity.
 
EXPECTED BEHAVIOR
---------------
After defining a non-working employee exception hour at the employee level employee should not come up in the list of candidates for the activity.

STEPS
---------------
The issue can be reproduced with the following steps:
1. Create non-working employee exception hours in Administration - User > Employees > Employee Exception Hours:
    Start: 08/26/2014 05:19:00 PM
   End: 10/28/2014 05:19:00 PM
   Type: Normal

2. Load employee exception hours in ABS cache:
    Navigate to Administration - Scheduling > Service Region List.
    Drill down on the Service Region.
    Click on Employees tab.
   Choose the employee having exception hours, and click on 'Load ABS' button.

3. Do interactive assignment for an activity record, the employee is still coming up in the list of available candidates for the activity.
