After Applying 188.8.131.52 Patchset, the Login Fails With SBL-DAT-00340 Error

When attempting to access Siebel Application Object Manager after applying Patchset 8, 'server busy' error shows up and the following error is found in the OM logs.
ObjMgrSessionLog ObjMgrLogin 3 0000000253f20c48:0 2014-08-18 19:01:21 Login failed for Login name : SADMIN
Steps To Reproduce
The issue can be reproduced with the following steps:
1. Apply 18.104.22.168 PS8 on top of Siebel Gateway, Siebel Server(s) and SWSE(s).
2. Access the Siebel application through the web client, the server busy error shows up. The SBL-DAT-00340 can be found in AOM logs.
