Siebel Outlook Integration Using F9 Does Not Work after apply 8.1.1.11 PatchSet

Symptoms
When attempting to user F9 integrated with MS Outlook the following error occurs, so this is only applicable for Siebel High Interactivity mode.
"There is problem in carrying an activity update operation. Please copy the following error and ask your administrator for help.
SiebelHTML object cannot be created. Please check whether the Siebel Web Automation Object is enabled.
"
This is happening after install 8.1.1.11 PatchSet 7 on top of 8.1.1.7.
The issue can be reproduced at will with the following steps:
1. Login to Siebel
2. Click F9 using MS Outlook email client in User Preferences
3. The MS Outlook client pop up.
4. Click on Send button and the following error occurs:
"There is problem in carrying an activity update operation. Please copy the following error and ask your administrator for help.
SiebelHTML object cannot be created. Please check whether the Siebel Web Automation Object is enabled.
"
