Upload of a report template fails with the error SBL-EAI-05006. (Doc ID 1928805.1)

Symptoms

When a new report template is uploaded, it fails with the error the following error message.

Failed to load the JVM Dll. Check that the specified dll name is correct.(SBL-EAI-05006)

Also, the corresponding XMLPReportServer_*.log shows the following error.
