Deploying Divisions using ADM (Doc ID 1930299.1)

Symptoms

ADM creates new ROW_IDs in the Target system for the ADM Data Type Internal Divisions.

Since Products maintain their ROW_IDs, the expectation is that ROW_IDs would also match from Source to Target for Divisions.

STEPS
1. Create an ADM Project with the vanilla AM Data Type Internal Division.
2. Create Session.
3. Deploy Session.

Result:
ADM creates new ROW_IDs in the Target system for Internal Division.

The workflow policies that have conditions using those divisions, migrate their conditions maintaining the ROW_IDs from the Source system.
Due to this issue, the behavior generates inconsistencies in the Target system, requiring manual intervention.
