How To Hide Empty Categories From the Catalog?

How to make sure that empty Categories are NOT displayed in the Catalog?
In other words: How to hide empty Categories from the Catalog?
We have the following scenarios :
1. Product name : Product 1
2. Price list name : Price list 1
3. Catalog name : Catalog 1
3. Category name : Category 1
Product 1 is assigned to Price list 1. Product 1 is attached to Category 1 from Catalog 1. Product 1 contains a eligibility rule based on Account Name.
I create an order based on Price list 1, with no account attached, only a contact is attached. In Catalog view, i see my Catalog 1 with Category 1, but the category doesn't contain any product.
If i have 100 categories and only 2 categories will contain products based on eligibility rules, i don't want the end user to navigate on all categories in order to find the eligible product for the specified account/contact.
If i use more than one price list and a catalog with 2 categories.
2 products are added in pricelist 1 and attached to category 1, and 2 products are added in pricelist 2 and attached to category 2.
I create an order based on price list 1. In catalog view i will see my catalog with 2 categories, but only a category will contain products. Therefore, the second category which is empty doesn't need to be visible.
This can be repro on standard environment 18.104.22.168.
Could you please provide a solution for this issue ? I want to see only categories which are not empty.
