ACTUAL BEHAVIOR
---------------
Object Manager - Application Splashtext - Chinese, Japanese and Russian characters become question marks after Siebel server is restarted.
EXPECTED BEHAVIOR
-----------------------
Splashtext should be displayed in Chinese, Japanese and Russian characters not question marks.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Change Application Splashtext AOM parameter using Chinese characteres:
2. Restart only Siebel Server
> Splashtext is displayed correctly
3. Restart Siebel Gateway Server
> Splashtext chinese characters are displayed as question marks.
