SI Application New Button in Attachments not Working

Symptoms

ISSUE STATEMENT
---------------
In SI application(partner portal) the New button in Attachment is not working.

EXPECTED BEHAVIOR
---------------
The New button in Attachment show open browse window to attach some files.

ACTUAL BEHAVIOR
---------------
The New button in Attachment is not working.

STEPS TO REPRODUCE
--------------------------
The issue can be reproduced with the following steps:

Log into partner portal application
Administration Agreements
Drill down an Agreement
In Attachments View Tab
Click New
Nothing happened.

IMPACT
---------------
Due to this issue, users unable to upload the documents.
