Assignment Manager Failing Intermittently - Could not route message to AsgnSrvr with registered key (null)

Database version : Oracle 188.8.131.52
OS version : Windows 2003
Periodically, when Assignment Manager is invoked via eScript, it fails and shows errors in the log files:
[Object Manager script]
 Could not route message to AsgnSrvr with registered key (null)
 no other server
SBL-SRB-00051: Could not find connection to the component.

After awhile, the errors disappear and the component starts to work again.
