Assignment Manager Failing Intermittently - Could not route message to AsgnSrvr with registered key (null) (Doc ID 1934879.1)

Symptoms

SIEBEL VERSION:
Siebel version : 8.1.1.11.5
Database version : Oracle 11.2.0.2
OS version : Windows 2003

Periodically, when Assignment Manager is invoked via eScript, it fails and shows errors in the log files:

[Object Manager script]
[1] Could not route message to AsgnSrvr with registered key (null)
[2] no other server

[SR Broker]
SBL-SRB-00051: Could not find connection to the component.

[enteprise.server.log]

After awhile, the errors disappear and the component starts to work again.
