Unable to create attachment in Siebel Open UI (Doc ID 1936670.1)

Symptoms

On : 8.1.1.10 [23021] version, System Admin

ACTUAL BEHAVIOR
--------------------

Behavior 1
When attempting to attach a new file from Siebel application configured to Open UI, the 'wait' cursor is displayed briefly but no attachment record is created.

 

Behavior 2
When attempting to attach a new file from Siebel application configured to Open UI, the 'Server Busy' error is displayed; no attachment record is created.

 

EXPECTED BEHAVIOR

The file should be uploaded successfully

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in Sibel application configured to Open UI
2. Navigate to attachement view
3. Attach a new file
