Applet Does Not Toggle In The Open UI When A New Record Is Added

On :  8.1.1.11 [23030] version, Configuration - General

ACTUAL BEHAVIOR  
---------------
Dynamic toggling is not happening when adding a record via associate applet in Open UI application. The added record contains the field value which should toggle to the applet as configured but this does not happen. Toggling happens when the record is already added.

EXPECTED BEHAVIOR
-----------------------
Dynamic toggling should happen in the mentioned scenario but it is not happening in Open UI application but works fine in High Interactivity application.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In Siebel Tools, add the following in Toggle Applet of "Account List Applet - Child":
Applet: Account List Applet - child (SCW)
Auto Toggle Field: Account Status
Auto Toggle Value: Other

2. Add the following in Toggle Applet of "Account List Applet - child (SCW)":
Applet: Account List Applet - child
Auto Toggle Field: Account Status
Auto Toggle Value: Active

3. Compile the changes and log into Siebel CRM in Open UI mode.
4. Go to Contacts > Accounts.
5. Add new Account via "Add" button which is of Account Status: Active and/or Account Status: Other.
6. The applet should toggle according to the values.
