F5 + SSL With EnforceSsl Enabled Is Not Working For SI Mode Applications

Symptoms

HTTP protocol toggling from HTTP to HTTPS is successful for Siebel applications in (HI) high interactivity mode, but for Siebel applications running in (SI) standard interactivity mode this fails and is only communicating over HTTP (without SSL). Therefore there is no error message.

This behavior is specific to use of SSL accelerators, for example F5 load balancers, along with the Siebel parameter EnforceSsl set to True.
