Accessibility: Insufficient or Blank Information Provided in Title Attributes Available to Screen Reader for Images (Doc ID 1942338.1)

Symptoms

On : 8.1.1.11.11 [IP2013] version, Client Functionality

There is insufficient information provided in Title attributes for images.

In Siebel, various images has Title attribute, but it does not provide any additional information to specify the image. Often, the value of the title attribute duplicates the value of ‘alt’ attribute.
This is an application wide issue.

In some cases there exists a Title attribute with empty details, as shown in the following XML:

There should be more description in the Title that adds meaning to Image.

For example: '+' symbol should be more descriptive than just 'New record'. Text such as 'New Calendar record' is much better (and required) since there could be multiple 'New record' controls on the same page.

STEPS
1. Launch the Public Sector application in Open UI.
2. Navigate to Cases.
3. Perform an Inspect Element: Right Click  > Inspect Element.

4. Under Element
   Copy everything between "<html lang=..." and "</html>"
   Copy as HTML
   Paste into Notepad .

5. Notice the empty title tags:
    <title>
    </title>

Result: There is no description with Title "New Record" and there are empty title tags:



Due to this issue, when a Screen Reader is used, it does not provide enough information to the user to understand the page and the exact behavior/content of the page.

This especially impacts a blind user navigating the application using a screen reader.
