Siebel Remote : Mobile Clients Get "A Workflow Monitor Definition Level Was Not Found.(SBL-BPR-00236)" If Workflow Monitor Enabled on Server

Information in this document applies to any platform.
We have a Siebel Environment with Remote users (80) and around 600 normal online users.
We have developed a workflow that is launched by a RunTime event.
Last month, we had to investigate to obtain some run time detail information about the workflow. So we set monitor level to 3 on the workflow during one month.
During this period, our remote users obtained an error message
"A Workflow Monitor Definition Level was not found.(SBL-BPR-00236)"
every time the workflow was launched.
The Customer uses Siebel Workflow and enabled the Workflow Monitor, to obtain some run time detail information about the workflow
