Time out occurs in SOA calling an inbound web service in Siebel

Statement of Issue:

Customer is calling an inbound web service in siebel from SOA and the external application is timing out because it is not receiving a response in a timely manner.

Calling SOA application is timing out.

Business Impact:
This work flow performance is too slow to fetch record, Hence the web service is failing. The integration call often getting timed out.
