By Default Charset Is Getting Set To "UTF-8" In Outbound Emails / Faxes In Siebel 220.127.116.11

Information in this document applies to any platform.
Charset property of the Communication Profile has been set to "ISO-8859-1".
However this property is getting set to "UTF-8" in the outbound Email or Fax.
Because of this auto conversion , Images / Logos which are part of the outbound communication (Email / Fax) are not getting displayed.
Char Set of the email should be "ISO-8859-1" if char set parameter is set for the communication profile.
The issue can be reproduced at will with the following steps:
1. Set the Charset property of the Email Profile to "ISO-8859-1"
2. Send a email using F9 functionality.
3. Check the char set of the outbound email.
