Error Creating Loyalty Members On 1st January When Tier Class Is Fixed Date

When a Tier Class is set to Fixed Date with a start date of the 1st January, Loyalty members cannot be created on the 1st January, the error "Tier change can not be performed Because it will result in an expired tier for this member. (SBL-LTY-14003) " occurs. However the member is actually created but has no Tier. This works correctly on all other dates.
