Email Date Fields Do Not Substitute in User's Local Timezone

The customer would like to know if there is a fix for the below mentioned Bug.
<Bug:10506221> : [CR#12-1BRIR69][FR#12-1BSB0JL] COMMUNICATION OUTBOUND MGR AND USER PROFILE
The Communications Outbound Manager does not translate the field "Due" (or the field "Due Date") in the Action Business Component to the Employees Time Zones defined in the User Profile. These fields are not substituted correctly when applied as substitution fields in email templates, according to the User Profile settings.
The substitution for these fields occurs according to the Time Zone from SADMIN or the Time Zone defined under the System Preferences (Default Time Zone) if SADMIN does not have a Time Zone set.
