Excluding Unsafe File Types from the Siebel File System in SI mode not working

We are currently implementing Siebel eService Portal standard interactivity version We tried to setup per Oracle bookshelf following parameters to exclude unsafe files to be inserted into the Siebel file system.

DCK:Flag For File Ext Check: We setup the flag as Y
DCK:Excluded File Ext: bat,bin,cmd,com,csh,exe,txt,gif,jpg

After setting above parameter, we shutdown-restarted the application server. In our test when we upload a file with extension .exe or .cmd from eService application, its seems to get uploaded into the filesystem.
