What is needed to create SARM files on the Webserver in Siebel 8.1 (8.1.1.1.9)? (Doc ID 1956518.1)

Goal

We have set the following system environment variables to enable SARM on the webserver.

SIEBEL_SARMThreshold 0
SIEBEL_SARMLevel 2
SIEBEL_SARMMaxMemory 20000
SIEBEL_SARMMaxFileSize 400000
SIEBEL_SARMEnabled True

Even after restarting the webserver, only one 1 KB file sarm file is getting created
