After Upgrade Application Hangs because of a Never Ending Query Running On S_ASSET_CON

After upgrade to 188.8.131.52 there were reported hang behaviors when using functionalities involving assets.
When S_ASSET table is queried and based on the result number of the assets/records, application instantiates the BS "FINS Data Transfer Utilities" which further tries to write on BC - Asset Mgmt - Asset which has a Run Time Event with Action set "AssetToAssetContact - Upsert" created. This causes a repeating query against S_ASSET_CON table and the application hangs.
