Siebel Server Fail to Start After Upgrading To 8.1.1.14 [IP2014] And Above With Error "SBL-SCL-00143: Internal: Input Disassembly Failed" (Doc ID 1957428.1)

Symptoms

On : IP2014 and above with Migration installation from IP2013 and below

When attempting to start Siebel service after installing IP2014 or above as migration installation from IP2013 and below, the following error occurs:

Errors in SiebSrvr.log:

SBL-SCL-00143: Internal: input disassembly failed.
SBL-SCC-00014: Unable to find the request object.
SBL-SVR-01045: No components are configured.
SBL-SVR-00005: Stale or invalid Task handle
SBL-SVR-09149: Could not initialize the event facility.
SBL-SVR-00029: Internal: Shared memory has not been initialized.



The issue can be reproduced with the following steps:


1. Applied IP2014 or above on Siebel servers as migration installation.
2. Start Siebel service.
3. It is failing to start.
